The TIER-1 Program is a Theft Intervention, Education and Referral program.
The Tier1 Program provides education, information, assessment, and referral for first-time juvenile or adult retail theft offenders. Individuals attending the three-hour program are given information and education concerning:
*the criminal statutes and ordinances applicable to retail theft;
*the personal, legal, economic and social consequences and costs of such arrests;
*the process of mitigating the personal consequences and costs of arrest;
*assessment of individual behaviors associated with retail theft.
The legal status of individuals charged with retail theft, and resources available for resolving the personal and economic consequences of arrest, criminal charges, and civil liability to the retail merchant are also presented in the three-hour program..
Minors/Program for those who are 18 or younger
Individuals who are 18 years of age or younger must be accompanied by a parent or legal guardian who also must attend the entire program with the minor.
The Tier- 1 Program provides education, information, assessment, and referral services for first-time arrested retail theft offenders. Its multi-disciplinary staff has also provided consultive and research services for more than 27 years to retail merchants, law enforcement, and members of the judiciary who want to establish self-supporting alternative sentencing and intervention services for individuals charged with retail theft.
